ADVOCATE for a legislative and regulatory
strategy for children's product safety.
As a result of KID's work with Commissioner Caroline O. Schoenberger
of the
Chicago Department of Consumer Services, Chicago Mayor Richard M. Daley
launched a city recall initiative in February of 1999. This measure calls
for city agencies to make recall information more available to the public.
In September of 1999, City Council members unanimously passed Daley's
second-hand dealer's ordinance designed to protect children from recalled products.
In August 1999, then-Governor Ryan of Illinois signed into law new state legislation,
the
Children's Product Safety Act, that was initiated and championed by KID founders,
Linda Ginzel and Boaz Keysar. Safety and consumer advocates have hailed it as the most
extensive legislation of its kind passed in any state. This law makes it illegal to
sell or lease a recalled or unsafe children's product. It also requires that the
Illinois Department of
Children and Family Services (DCFS) ensure that dangerous children's products are not
being used in licensed childcare facilities. This model legislation is now law not only in
Illinois, but in Michigan, Vermont, Arkansas, Rhode Island, Missouri, and Louisiana and
is being promoted in other states across the nation. KID also works with Congress to
strengthen children's product safety regulations, including requirements for
mandatory pre-market safety testing.
